This issue highlights the latest round of General Agreement on Tariffs and Trade (GATT) discussions; Canadian Labour Congress (CLC) decides to mount full-scale campaign to support NDP in upcoming federal election; Ontario Federation of Labour publishes industrial strategy proposal; worker militancy increases as Canada's economic problems worsen; Pepin-Robarts Task Force report "A Future Togther" proposes a looser federal system that gives provinces greater control over resource revenues and cultural development; proposed political reform.
