[1] This draft was introduced by Lenin and adopted with slight amendments at a meeting of the C.P.C. on January 28, 1919.
The draft decree on consumers’ communes mentioned in Point 4 was adopted by the C.P.C. on March 16 and published in Izvestia No. 60 on March 20.
Lenin’s addendum to Point I was written in the margin probably after the writing of the draft decision as a whole. The beginning of Point I of the C.P.C.’s decision of January 28 was worded as follows: “Direct the Co-operative Department of the S.E.C. and the People’s Commissariat for Food together with the Central Statistical Board to collect within the shortest possible time information concerning the actual implementation by the co-operatives of the basic line of Soviet policy”.
