In this issue the role of the Canadian Non-governmental Organization Participation Group in facilitating the process of public participation is outlined and evaluated. The monitoring of Habitat is outlined and a manifesto agreed to by the representative NGOs is presented. It relates to issues of land use, indigenous peoples' rights, nuclear power, the New International Economic Order, a Canadian dollar commitment to the conference's water target, and the process of public participation.
