A critical review of both federal and provincial capital investment in assisted housing programs.

Abstract:  This is a critical review of both federal and provincial capital investment in assisted housing programs, in terms of capital investment, capital cost subsidies and operating cost subsidies. It indicates paths which governments might take in times of financial contraint. Because of the dramatic decline in housing starts during 1974 and 1975, the review exposes the government's use of housing as a way to regulate the economy. It suggests that, given these circustances, it is even more urgent to find solutions to the housing cost problems of low-income households. Tracing shelter cost trends in Canada from 1972 to the present, the review concludes with recommendations in relation to the government's Assisted Housing Program.
