'Rehabilitative' exploitation

The Prison Industrial Complex (PrInCom) patronizes the communities they once terrorized with fear-mongering, by instituting programs of "social rehabilitation." Several recent studies have suggested that mandated institutional rehabilitative programs may actually increase rather than deter criminality.
