This telegram has been directed to the Politbureau quite wrongly. This matter should be decided through Soviet government channels. Such a telegram must be dispatched with the signature of both deputy chairmen, the chairman or deputy chairman of the Concessions Committee and, finally, the head of the Central Fuel Administration. These are the persons who are alone responsible, and should normally be responsible for the accuracy of the figures given here, and for seeing that the instructions issued here conform with statutes and decrees issued by the Soviet institutions concerned. I therefore refuse to vote on the substance of this telegram.[1]
[1] A reference to the draft telegram circulated to Politbureau members in reply to the inquiry from G. V. Chicherin and L. B. Krasin at Genoa about the possible scale of loading and discharge of fuel and scrap metal in connection with talks on trade and concessions agreements.
The reply was sent on May 8, 1922, and was signed by Deputy C.P.C. Chairman, A. I. Rykov.
