Please arrange with Gosplan, P.C.R. and the Thermal Technical Institute about the terms of a competition for diesel locomotives, taking account of the C.L.D. decision of 4/I–22. It is highly desirable not to lose time for using funds which may happen to be available during the fulfilment of orders for steam locomotives, to obtain diesel locomotives which are much batter for us. Please inform me personally without delay about the results of any agreement you may reach.[1]
