Comrade Gorbunov:

I sent out (through Smolyaninov, I believe) a telegram to all gubernia electrical departments[1] ordering them to send with their delegates to the All-Russia Electrotechnical Congress statistical data on all electric-power stations in Russia.

Be sure to find a copy and while the Electrotechnical Congress is in session carry out a stringent documentary check-up on the execution of this.

We must have this done, because the matter is of enormous economic and political importance.

If need be, circulate a questionnaire among the delegates to the Congress, detaining all those who fail to fill it in.

Secure execution and information, and carry out a strictly cavilling check-up!
