Comrade Gorbunov:
It turns out that Kursky and Cherlyunchakevich have gone, without officially handing over their business, namely, the signing of the Narrow C.P.C. minutes. This is the height of lawlessness. Order must, be restored at once: a) draw up a protocol, b) telegraph demand for a reply from Kursky and Cherlyunchakevich, and c) appoint and start a case on breach of duty by Kursky and Cherlyunchakevich.
