Very urgent

S.E.C. Presidium, copies to the People’s Commissariat for Finance and the People’s Commissariat for Workers’
and Peasants’ Inspection
and Engineer Graftio (home telephone 1–72–49. 22/3 Povarskaya St.)

According to Graftio’s report, the Volkhov construction site is provided with foodstuffs for September-December, but the work is at a standstill because of lack of banknotes. The Public Works Committee is issuing only 125  million for September, whereas, according to Graftio, the requirement is more than 1,000 million.

I propose that the Volkhov construction site should be immediately supplied with the necessary amount of banknotes to ensure the accelerated conduct of operations in accordance with the number of rations issued under the All-Russia C.E.C. decisions of May 30 and November 5.

Send me your report of execution not later than September 10.

(Lenin)
Chairman, Council of People’s Commissars

September 8, 1921
