This should be given special attention:
1) demand precise reports from the Byelorussian People’s Commissariat for Foreign Trade;
2) use their experience for the whole Central Union of Consumers’ Societies of the R.S.F.S.R.;
3) take steps to reduce the shortage of goods also outside the boundaries of Byelorussia.
Consult with Kissin, take measures and let me know.
