I strongly recommend the bearer, Comrade Nikolai Alexandrovich Yemelyanov. I have known him personally since July 1917, as one of the best among the old Party guard in Petrograd. I request that you show him full trust and give him every assistance. I believe that it is highly important to bring him into closer touch with the affairs of the People’s Commissariat for Foreign Trade, because, first, we are short of experienced Party men among the P.C.F.T. personnel abroad. Second, I have a number of documents saying that workers abroad often resent the fact that the P.C.F.T. of the R.S.F.S.R. has not sought ways of drawing closer to them.[1] In this context, Yemelyanov’s role should also be very big.
It is my earnest request that those of you who meet Comrade Yemelyanov should write to me.
