Lenin
[1] The decree introducing payment for newspapers was endorsed by the C.P.C. on November 28, 1921. Under this decree all indi- viduals, public institutions and organisations, and state institutions and enterprises without exception were to be charged for newspapers. Lenin’s motion formed the basis of Point 8 of the Decree, which directed the People’s Commissariat for Education to draw up within a fortnight and publish instructions covering control over the proper distribution of newspapers to the network of educational institutions and the supply of news- papers to the population (see Izvestia No. 275, December 7, 1921).
