On the strength of the complaint
I propose that Bryukhanov should send a telegram today, signed by the Chairman of the All-Russia Central Executive Committee and a C.C. secretary:
1) severe reprimand to the heads (chairmen of the gubernia executive committees, etc.),
2) threat of prosecution,
3) prosecution at once of those responsible for local issues before meeting central requirements.
