Earnestly request most serious attention to yesterday’s question of the Army and concessions in Georgia. The Georgian Menshevik government has concluded a number of concessions. We must try to do our utmost to renew the old concessions and our best to conclude new ones as soon as possible, so as to get foodstuffs in exchange for the concessions. Show this to the Georgian Revolutionary Committee, and let me know their reply quickly.
