Copies to Comrade Tsyurupa and Comrade Rakovsky
I ask you to take advantage of Comrade Rakovsky’s presence in Moscow to organise, together with him and Comrade Tsyurupa, a conference on the possibility and ways of getting the peasants, on the one hand, and the handicraftsmen and the factory population, on the other, to take a practical interest in the exchange (organised on state lines, as far as possible) of farm produce for industrial goods. This conference must be organised very urgently.
