Please have a talk with Potyaev and Avanesov. See below Point 1 concerning Nepryakhin.[1]

Why have you failed to introduce it in the C.L.D.?

This business should not have been salted away while Nepryakhin was in Moscow. Such things should not be left without punishment.

This is carelessness, and not management of economic work.
