Comrade Rykov:
I propose that the resignation should be rejected, and the “termination of the duties performed” interdicted. Larin is no good as chairman. This should be backed up through the C.C. today.[1]

[1] Written on Y. Larin’s note to V. I. Lenin and A. I. Rykov of January 26, 1921, informing them that in view of V. V. Fomin’s appointment as Chairman of the Supreme Council for Transportation (C.P.C. decision of January 25), the writer was resigning as deputy chairman of the Council.
On February 5, 1921, the Politbureau of the R.C.P.(B.) Central Committee discussed the question of the Supreme Council for Transportation and decided to accept Larin’s resignation, authorising Rykov to implement the decision in the most appropriate form, and putting the Council’s administration entirely in the hands of Fomin.
