[1] This refers to the negotiations with Royal Dutch for granting it the right to export oil products from Baku and Grozny districts. On the question of oil concessions the C.P.C. adopted a deci-sion on February 1, 1921, the first two points of which were formulated on the basis of Lenin’s proposals: ’a) Approve in principle the granting of oil concessions in Grozay and Baku and other operative oilfields and start and speed up negotiations. b) The Supreme Economic Counpil to be directed to send a highly competent commission of first-class oil-industry experts to Baku and Grozny to investigate the question of ensuring oil extraction and ascertaining the causes of a possible disaster under present methods of exploitation. The S.E.C. is to present a list of commission members to the C.P.C. for endorsement" (Central Party Archives, Institute of Marxism-Leninism of. the C.C. of the C.P.S.U.). For further information on concessions see present edition, Vol. 32, pp. 134-36; pp. 227-80 of the volume; and Collected Works, Vol. 52, Fifth Russian Edition, Documents 83 and 90.
