a) The draft of the State Planning Commission shall be adopted as a basis and the latter directed within a week to submit a revised draft with amendments to § 2 and 3, as well as results of the work called for in § 5.
[1] This refers to the State Planning Commission’s draft decision for the C.L.D. concerning the liquidation of the Commission for the Utilisation of Material Resources under the C.L.D.
§ 2 and 3 of the State Planning Commission’s draft stated that the planning of distribution of the goods produced by the state industrial enterprises and the distribution of food resources was to be carried out respectively by the planning commissions of the Supreme Economic Council and the Food Commissariat, while the State Planning Commission was to integrate these plans into a general plan of distribution of material resources and submit it to the C.L.D. § 5 laid down the terminal date and order of liquidation of the Commission for the Utilisation of Material Resources.
Lenin’s motion was adopted at the meeting of the C.L.D. on December 2, 1921. The State Planning Commission’s revised draft decision on the C.U.M.R. was endorsed by the C.L.D. on December 16.
