Put emphasis on the fact that Trotsky’s mistakes at the Tenth Congress are being all repeated.

Another thing I forgot to say: in his “amendments”, he takes an administrative approach (“threat”, “shake up”— rearrange everything, “one-man responsibility”) to that which should be dealt with

(a) through propaganda,

(b) through long experience.[1]
