14/IV.

Comrade Kamenev:

It is said that within three or four months the workers will demand the lifting of free trading. We do not want, they say, to see the bureaucrats eat buns.

Perhaps, we should take measures in advance:

1) at once press forward to the utmost with holiday homes. Increase their number during the summer and the autumn. Later, we shall also sometimes buy “buns” for the “holiday-makers” by turns;

2) think about other ways of taking turns in purchasing gifts for children or those awarded bonuses.

But the first thing is more important. Write me what you think and what is being done.

3) At Ivanovo–Voznesensk we should set up a Sverdlov University for 1,000–1,500 persons. Don’t forget.
