Comrade Radchenko requests:
1) arrangements for a trip on behalf of Glavtorf by 10 staff members (with warranties from Comrade Radchenko and Comrade Smilga) to study peat extraction in Finland, Sweden, Denmark and Canada;
2) allocation of the necessary amount of money for this purpose;
3) organisation of the trip in such a way that three persons should leave by May 1, and the rest by June 1.
Please, have this business set in motion urgently, but put Glavtorf under an obligation to submit a detailed report of the work done, after the trip is over.
