According to information received, by a decision of the Nizhni-Novgorod Gubernia Executive Committee there was no loading of grain freights on Sunday, May 30. Bearing in mind that supplies for the Western Front, Petrograd and Moscow are almost exclusively water-borne, a stoppage in loading, even if only for one day, is impermissible and criminal. Take measures to prevent any repetition of such facts in future, and urgently report execution to me.
