Why should you not submit a separate decree for calling in experts (electricians) from, abroad and allocating 500,000 rubles for this purpose? It would be effective (and politically useful).

[1] At its meeting on March 16, 1920, the Council of People’s Commissars discussed the draft of a decree presented by L. B. Krasin enabling orders to be placed abroad for locomotives and spare parts for railway transport repairs. Three hundred million rubles in gold were earmarked for this purpose. Lenin’s note was apparently written at this meeting.
