1) An All-Russia Bureau of Production Propaganda shall be set up under the All-Russia Central Council of Trade Unions,
on which the Commissariat for Education is to be more widely represented; the latter’s apparatus is not to be transferred, but brought entirely to joint subordination with the All-Russia Bureau of Production Propaganda.[1]
