In any case we must prepare for, announce and hold Starving Children’s Week.
Perhaps it should be combined with grain requisitioning and a special mobilisation of the Poor Peasants’ Committees.
Perhaps something more could be done for the children?
It should be.
I enclose this about meat: please return it to me as quickly as possible with the Food Commissariat’s brief comment.[2]
[1] Lenin’s directives to Tsyurupa were written on the memorandum of the Education Commissariat’s Inter-Departmental Commission for the Purchase of Food for the Children of Moscow and Petrograd. The memorandum outlined measures for the better food provision of the children, specifically, the organisation and holding of a Starving Children’s Week for obtaining produce in rural localities in exchange for commodities, and for delivery of this produce to the towns.
