It is to be understood for what it is—a decision of the C.C. This is wartime. All must be where things are most difficult.
[1] Written at a time when Communists were being mobilised for the struggle against Kolchak, this note is a reply to Kostelovskaya, a Party member. She asked how she was to understand her appointment to the Eastern Front as the head of the Political Department of the 2nd Army.
