Ten million rubles shall be advanced immediately to the Chief Committee for the Tanning Industry pending final endorsement by the C.P.C. of the whole financial plan or the whole estimates for 37 million rubles.
A commission shall be appointed to immediately study this plan and
these estimates consisting of
representatives of the Chief Committee for the Tanning Industry
the Commissariat for Food Supply

The meeting of the commission shall be called by Comrade Turkestanov, Chairman of the Board of the Chief Committee for the Tanning Industry, and the commission shall be required to finish its work within 5 days.
