The R.S.F.S.R. acknowledges that foreigners engaged in productive work on the territory of the Republic shall enjoy full equality of civil and political rights with Russian citizens.
{1} This document was embodied in Article 20, Section 2 of the Constitution of the R.S.F.S.R. adopted on July 10, 1918, at the Fifth All-Russia Congress of Soviets.
