The Council of People’s Commissars resolves that no negotiations whatever are to be carried on with saboteurs.
The respective People’s Commissariats may employ, as individuals, such saboteurs whose services are considered essential for the various departments provided that they fully submit to Soviet power and support it.
{1} This decision was passed by the C.P.C. at its meeting on January 31 (February 13), 1918, on the report of Y. M. Sverdlov concerning the elimination of sabotage by former government officials.
