A special duty of the guard is ruthlessly to combat profiteering and the illicit transportation of food.
{1} This addendum was written by Lenin during the discussion at the meeting of the C.P.C. on January 30 (February 12), 1918, of the draft decree concerning the setting up of an inter-departmen-tal extraordinary commission for guarding the railways-.”in order to ensure a regular supply of food and articles of prime necessity to the population”. Lenin’s addendum was incorporated in the adopted decree as § 5 (see Decrees of the Soviet Government, Vol. I, Moscow, 1957, pp. 453-54).
On the report of the above commission the C.P.C. also passed a decision based on Lenin’s proposals published below (see pp. 57-58 of this volume).
