The Council of People’s Commissars endorses the estimates of the Commissariat for Post and Telegraph temporarily, for two months, in order that immediate steps be taken in the meantime to revise and adjust the rates of pay and salaries for all professions and all areas in the country.
This revision to be made by the Commissariat for Labour by arrangement with all the other commissariats and workers’ organisations.
[1] The question of salaries for post and telegraph employees was examined at a meeting of the C.P.C. on January 16 (29), 1918. Lenin’s draft decree on this subject was adopted by the C.P.C.
