To Urban, Chairman of the Drissa Soviet of Deputies

Offer resistance where it is possible. Evacuate all valuables and foodstuff’s. Destroy all the rest. Leave nothing to the enemy. Take up the railway lines—two versts out of every ten. Blow up the bridges.
