Comrade Lenin motioned the proposal for a declaration that the R.S.D.L.P. remained within the Zimmerwald bloc only for the purpose of information, and is, consequently, withdrawing from it. Experience has shown, he said, that it is useless to remain in the bloc. In many countries, Zimmerwald has even become a drag on the forward movement. The social-chauvinists are using it as a cover.
