Comrades! In reply to your inquiry as to whether or not we are willing to have our names published in the minutes of the Second Congress we inform you that, for our part, we have absolutely no objection to it, but cannot undertake to decide to what extent this is permissible for reasons of security in the interests of our comrades in Russia. It is up to the competent Party body to decide on this question of secrecy.
